<br />City of Arden Hills <br />City Council Meeting for April 25, 2016 <br />P:\Planning\Planning Cases\2016\PC 16-003 - Arden Square Master & Final PUD - 1160 County Road E\Memos_Reports_16-003 <br />Page 3 of 8 <br />the development, any conditions imposed on the PUD must have a rational basis related to the <br />expected impact of the development. <br /> <br /> <br />Plan Evaluation <br /> <br />A full evaluation of the proposal was presented to the Planning Commission at their regular <br />meeting on April 6, 2016. The staff report to the Planning Commission on this case is included <br />as Attachment G. The following section provides a summary of the areas where flexibility has <br />been requested through the PUD process. <br /> <br />Landscape Coverage <br />Properties in the B-2 District are required to provide minimum landscape coverage of 20 percent. <br />The proposed modifications would increase the overall parking lot area by 2,182 square feet and <br />add 657 square feet of new walkways or sidewalks on the property. As a result, landscape <br />coverage would decrease by 2,839 square feet to 14.6 percent of the total lot area. The current <br />landscape coverage on the lot is 20.5 percent. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />The proposed landscape plan would increase perennial and tree plantings on the property. <br />Approximately 1,410 square feet, or 20 percent of the total landscape coverage, would be planted <br />with perennials, shrubs, or trees. The landscaping design standards in Section 1325.05, Subd. 1 <br />of the Zoning Code require that a minimum of 10 percent of landscape coverage be planted with <br />perennials. <br /> <br />Freestanding Signage <br />Freestanding signs in Sign District 4 are required to be monument-style with the sign copy <br />resting on a solid base of brick or rock-faced block similar or complimentary to the principal <br />structure. The base material must extend at least half way up each side of the sign face. The <br />applicant has proposed a monument sign for the property constructed with brick that would <br />match the color of the building and extend half way up the sides of the sign. <br /> <br />Arden Square has requested a larger freestanding sign than what is permitted by the Sign Code. <br />The maximum height for freestanding signs in Sign District 4 is 10 feet and the maximum sign <br />copy area is 50 square feet. The total sign area maximum, including the base and copy area, is 75 <br />square feet. The proposed sign would measure 13 feet in height with a sign copy area of 70 <br />square feet and total sign area of 107.25 square feet.
