“…consider the effect of the proposed use upon the health, safety, <br />convenience and general welfare of the owners and occupants of <br />surrounding land, in particular, and the community as a whole, in <br />general, including but not limited to the following factors: existing <br />and anticipated traffic and parking conditions; noise, glare, odors, <br />vibration, smoke, dust, air pollution, heat, liquid or solid waste, <br />and other nuisance characteristics; drainage; population density; <br />visual and land use compatibility with uses and structures on <br />surrounding land; adjoining land values; park dedications where <br />applicable, and the orderly development of the neighborhood and <br />the city within the general purpose and intent of this Zoning Code <br />and the Comprehensive Plan for the City.” <br />No noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br />waste, and other nuisance characteristics are associated with the proposed project. <br />Drainage will be improved by the proposed site improvements, which will be the <br />first major remake of the site in 25 years. <br />Perhaps most importantly, the proposed project will improve Arden Square’s <br />visibility and compatibility with adjoining property improved recently or soon to <br />be improved. Arden Square’s improved parking efficiency and monument sign <br />will improve traffic and parking conditions, appeal to prospective tenants, and <br />help lease the vacant space. An occupied storefront is always a more inviting <br />neighbor for tenants and customers of surrounding land. The proposed site <br />improvements and a fully occupied Arden Square will therefore improve the <br />general welfare of its immediate neighbors. This trend of property improvement <br />capitalizes on the City’s street improvement investment and will serve to increase <br />property values throughout the corridor.
