AGENDA ITEM – 1B <br /> <br />City of Arden Hills <br />TCAAP Organized Collection <br /> P:\Planning\Planning Cases\2016\PC 16-010 - Organized Collection on TCAAP_RCC\Memos_Reports_16-010 <br />Tasks & Timeline <br /> <br />Based on the research staff conducted, the City can expect the process under the Minnesota <br />Organized Collection Statute for TCAAP to take anywhere from 9 months to 2 years to <br />complete, again depending on the length of the negotiation period and the possible formation of <br />the OCOC. The preliminary timeline estimate has been provided below; however, a more <br />refined timeline would be created once the extent of the City’s process is more defined. <br /> <br />Task Approximate Timeline <br />Preparation for Refuse Hauler Negotiations June – October, 2016 <br />Hauler Negotiations December, 2016 – April, 2017 <br />Develop Organized Collection Options Committee (if needed) March – August, 2017 <br />Implementation May, 2017 – March, 2018 <br /> <br /> <br />Discussion Questions <br /> <br />1) Staff is unaware of any other communities that have pursued organized collection for <br />commercial establishments and multi-family dwellings units under the Minnesota <br />Organized Collection Statute (M.S. 115A.94). Knowing that other communities have not <br />pursued these components, does the Council want commercial establishments and multi- <br />family dwellings units to be included in the scope for organized collection on TCAAP? <br />2) Should staff continue to work with the City Attorney and potential consultants to identify <br />cost saving measures? <br />3) Should staff begin the preparation of a scope of work and RFP for organized collection <br />consulting services? <br /> <br /> <br />Attachments <br /> <br />A.
