Page 1 of 1 <br /> <br />DATE: May 31, 2016 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Susan Iverson, Acting City Administrator <br /> <br />FROM: John Anderson, Acting Public Works Director <br /> <br />SUBJECT: Cooperative Agreement for County Road H/I-35W Interchange <br /> <br />Requested Action <br /> <br />The Council is requested to approve Cooperative Agreement PUBW2016-13(R) with Ramsey <br />County for the reconstruction of the County Road H/I-35W Interchange between Old Hwy 8 and <br />the easterly I-35W Ramp Terminal. <br /> <br />Background/Discussion <br /> <br />Ramsey County is leading the design and reconstruction of the County Road H/I-35W <br />Interchange. The project is under construction and planned to open to traffic by the end of the <br />year. Some portions of this work will be completed in 2017. <br /> <br />The attached Cooperative Agreement, which has been reviewed by the City Attorney, spells out <br />the City’s financial contribution to the project and the City’s long term maintenance <br />responsibility. The City’s financial contribution is estimated at $187,851.52 and includes <br />overhead at a rate of 12% for design and 12% for construction services. These overhead <br />percentages are the same rates that the City charged Ramsey County on the County Road E <br />project. The City portion of the construction cost of various items is determined by Ramsey <br />County’s Cost Participation Policy. <br /> <br />The City’s long term maintenance items include sanitary sewer, water distribution, and street <br />lights. The City and County will determine the exact sidewalk maintenance responsibilities once <br />the spine road and thumb road construction takes place a comprehensive maintenance plan can <br />be formulated.
