4. The Subject Property is zoned R-1 Single Family Residential Zoning District. <br /> 5. Schools are permitted as a conditional use in the R-1 Single Family Residential Zoning <br /> District pursuant to Section 1320.05 of the Arden Hills City Code. <br /> 6. Mounds View High School operates under a Conditional Use Permit in the R-1 Zoning <br /> District. <br /> 7. Athletic fields and accessory equipment are permitted under the original CUP for <br /> Mounds View High School. <br /> 8. The applicant is requesting Variances in order to install a new scoreboard and press box <br /> on the athletic field complex. <br /> 9. The Variances are being requested to allow the scoreboard and press box to exceed <br /> fifteen (15) feet in height. <br /> 10. The applicant is requesting a Variance for the scoreboard height of 22-feet 11-inches <br /> above grade. <br /> 11. The applicant is requesting a Variance for the press box located on the "home side" of the <br /> football stadium height of 19-feet 4-inches above grade from the back of the bleachers or <br /> 33-feet 4-inches above grade of the playing field. <br /> 12. The proposed uses will not exceed the lot coverage limits for the Subject Property. <br /> 13. The proposed uses meet all setback requirements. <br /> 14. The proposed uses are in harmony with the purpose and intent of the Zoning Ordinance <br /> because scoreboards are permitted accessory uses with athletic fields. <br /> 15. The proposed uses are consistent with the Comprehensive Plan because the Subject <br /> Property is guided for its current and proposed use as a high school. <br /> 16. The proposed uses are reasonable because scoreboards and press boxes are addressed in <br /> the Zoning Ordinance as reasonable uses within educational athletic facilities. <br /> 17. The Subject Property is unique because of its size,the considerable setback from adjacent <br /> properties, and its use as a high school in a residential district. <br /> 18. The proposed use will not alter the essential character of the locality. <br /> 19. Because a scoreboard and press box at an athletic complex are reasonable uses, the <br /> Subject Property is unique, and approval of the Variances will not alter the essential <br /> 2 <br /> 1880310 <br />
