Sue Iverson
Maintenance Costs of TCAAP Infrastructure
July 25, 2016
Page 2

the Council is aware, it was assumed that the City would be responsible for the
landscaping costs in accordance with the County’s road maintenance policy.

As we have discussed previously, there are options available to the City to have
benefitting property owners pay the costs outlined in the chart as well as the
landscaping costs mentioned above. These options include creation of Special Service
Districts for the commercial areas and maintenance agreements with the various home
owners associations. City Staff, with the support of County Staff have included these
concepts as deal points to be negotiated as part of the Master Development Agreement.
In discussions with the master developer team, they generally agree to the principles of
the concepts because they want to assure that the quality of the improvements and
infrastructure that is installed is maintained to high standards for a long period of time.
Staff will keep the Council informed as negotiations begin and progress regarding the
development of TCAAP.

Please contact me at 651-697-8506 with any questions.
