Scope of Work <br /> <br />The consultant firm will be responsible for assuring the Comprehensive Plan Update complies <br />with Minnesota Statutes and the Metropolitan Council guidelines, including the relevant <br />requirements contained in the Thrive 2040 Regional Plan, the Local Planning Handbook, and the <br />System Statement. The work will include performing research and analysis, conducting public <br />meetings, developing goals and polies, preparing alternative plans and final plans, and <br />recommending measures to implement the Comprehensive Plan. <br /> <br />City staff may assist the consultant firm in providing content for certain sections of the <br />Comprehensive Plan. The consultant firm will be responsible for incorporating content provided <br />by City staff into the Comprehensive Plan to ensure a consistent format. <br /> <br />The consultant firm, at a minimum, will review, update, and/or analyze the following sections of <br />the Comprehensive Plan: <br /> <br /> Introduction <br />• Analyze and update City Vision <br />• Analyze and update Community Profile based on most current U.S. Census data. <br /> <br />Land Use analyze and update: <br />• Forecasts and Community Designation <br />• Existing Land Use <br />• Future Land Use <br />• Density Calculations <br />• Staged Development and Redevelopment <br />• Natural Resources <br />• Protection Element: Solar, Wind, etc. <br />• Special Resource Protection <br /> <br />Economic Competitiveness <br />• Analyze and update the economic development goals and implementation <br />strategies included in Chapter 8 – Economic Development and Redevelopment of <br />the Arden Hills Comprehensive Plan 2030 <br /> <br />Transportation analyze and update: <br />• Transportation Analysis Zones <br />• Roadways <br />• Transit <br />• Bicycle and Walking <br />• Aviation <br />• Freight <br /> <br />Water Resources analyze and update: <br />• Wastewater Management Plan
