AGENDA ITEM – 8A

City of Arden Hills
City Council Meeting for July 25, 2016

P:\Planning\Planning Cases\2016\PC 16-016 - Land O'Lakes - Final PUD Phase 2\Memos_Reports_16-016
Page 7 of 13
height. However, since the property fronts three (3) public streets, two additional freestanding
monument signs are permitted, one for each adjacent street. The additional freestanding
monument signs are allowed a sign copy area of 22.5 square feet each. Currently, the site has
three (3) existing freestanding monument signs, one along Interstate 694, one along Lexington
Avenue North and the other along County Road F West.

In this case, the applicant has proposed to move the existing non-conforming sign along County
Road F West to the new “Employee Entrance” across from Innovation Way (Attachment B page
L04-11). Flexibility is being requested in order to move the existing non-conforming sign to the
new entrance location along County Road F West.

3. Chapter 11, Subdivision Code

A. Park Dedication

Section 1130.08 of the Subdivision Code (Public Use Dedications) states that the City may
require as a condition of approval for a Planned Unit Development the dedication of land, or
payment in lieu, and park improvement fees if it is determined the project will result in an
increased demand for park land or improvements. In establishing the amount required the
City is also to take into consideration previous payments or dedications for park purposes.

Staff has determined that the expansion of the Land O’Lakes campus is not expected to result
in an increased demand for park land or improvements. The expansion plans include the
provision of private walking trails, on-site gym facilities, and outdoor seating areas, all of
which will reduce the need for employees to use public parks and trails. Additionally, the
City previously collected a park dedication fee in the amount of $151,981 from Land
O’Lakes as part of the original PUD approval in 1979. Staff has consulted with the City
Attorney and the City’s financial advisor and they concur with staff’s conclusion that no
additional park dedication should be required in this case.

4. Traffic Study

A traffic study for the proposed expansion of the Land O’Lakes Campus was completed by
SRF Consulting and can be reviewed in Attachment E. On page 22 and 23 of the report a
summary and conclusions section has been provided, where recommendation #9 discusses
potential improvements with regard to site access from County Road F West related to Phase
2 of the project. Specifically, the study includes a recommendation for a new traffic signal
and lane configurations at the County Road F and Innovation Way intersection, and
recommendations regarding access controls at the west and east County Road F access
drives. The conditions of approval recommended by the Planning Commission include
