AGENDA ITEM – 8A <br /> <br /> <br />City of Arden Hills <br />City Council Meeting for July 25, 2016 <br /> <br />P:\Planning\Planning Cases\2016\PC 16-016 - Land O'Lakes - Final PUD Phase 2\Memos_Reports_16-016 <br />Page 8 of 13 <br />specific requirements on these road improvements being completed as part of Phase 2 of the <br />development. <br /> <br />The traffic study was submitted to the Ramsey County Traffic Engineer for review, and their <br />comments for both Phase 1 and Phase 2 of the Master PUD can be reviewed in Attachment <br />D. Ramsey County has stated that funding for the road improvements, including the <br />proposed traffic signal, shall be provided by Land O’Lakes and potential partners. Ramsey <br />County does not have funds available to contribute to the necessary improvements. However, <br />the County will administer the construction project for public road improvements and <br />provide inspection services. <br /> <br /> <br />5. Tax Abatement <br /> <br />On April 11, 2016, the City Council approved an Abatement Contract with Land O’Lakes to <br />facilitate the company’s plans for the corporate headquarters consolidation. Under the terms <br />and conditions of the Contract, Land O’Lakes must complete certain minimum <br />improvements including the construction of a 145,000 square foot office building expansion. <br />As proposed, the Final PUD for Phase 2 includes a new 155,000 square foot office building, <br />therefore, meeting the requirement of the Abatement Contract. <br /> <br /> <br />6. Financial Surety Requirements <br /> <br />As part of the approval for the Master PUD and Final PUD for Phase 1 of the development, <br />the City Council approved conditions requiring Land O’Lakes to provide financial sureties in <br />the form of a Letter of Credit and cash escrow for both the site improvements and <br />landscaping. These financial surety requirements were drafted to provide the City with <br />adequate protection for both Phase 1 and Phase 2 in the event of a default. At this time, Land <br />O’Lakes has provided all of the required financial sureties in conjunction with their <br />development permit submittal for Phase 1. No additional sureties will be required from Land <br />O’Lakes prior to the issuance of development permits for Phase 2. <br /> <br /> <br />7. Additional Review <br /> <br />A. Building Official, City Engineer, and Fire Marshal <br /> <br />The Building Official, City Engineer, and Fire Marshal have reviewed the submitted Plans <br />for Phase 2 of the development. Their comments have been provided in Attachment D. The <br />majority of these comments have been corrected within the updated plan set. All final <br />building plans will be subject to the Building Official and Fire Marshal’s approval prior to
