All final grading and utility plans will be <br />subject to the approval by the City Engineer prior to the issuance of any development <br />permits. <br /> <br />B. Ramsey County Review <br /> <br />Ramsey County has reviewed the plans for the expansion of the Land O’Lakes Campus. The <br />comments from the Ramsey County Traffic Engineer for both Phase 1 and Phase 2 of the <br />Master PUD can be reviewed in Attachment D. Their comments have been addressed within <br />the updated plan set. <br /> <br />C. Rice Creek Watershed District <br /> <br />The RCWD is in the process of conducting their review of the proposed Land O’Lakes <br />project located at 4001 Lexington Avenue North. The applicant along with the City has been <br />coordinating with the RCWD on this project and expects to have approval from the RCWD <br />Board on July 27th. <br /> <br /> <br />Findings of Fact: <br /> <br />The Planning Commission reviewed Planning Case 16-016 at their regular meeting on July 6, <br />2016. Draft minutes from the meeting are included in Attachment H. The Planning Commission <br />offers the following twelve (12) findings of fact for consideration: <br /> <br />General Findings: <br /> <br />1. The applicant is requesting approval of a Final Planned Unit Development (PUD) for <br />Phase 2 of the Land O’Lakes Corporate Headquarters consolidation plan located at 4001 <br />Lexington Avenue North. <br />2. The approved Master PUD Amendment for the Land O’Lakes Corporate Headquarters <br />consolidation and expansion project includes two (2) phases of development. <br />3. As approved by the City Council, Phase 1 of the Master PUD includes the expansion of <br />the south parking lot on the campus. <br />4. The proposed Phase 2 includes the construction of a new four-story office building along <br />with the reconfiguration and expansion of the parking area on the north side of the <br />campus. <br />5. The PUD process allows for flexibility within the City’s regulations through a negotiated <br />process with a developer. <br />6. The Land O’Lakes property is comprised of 47.37 acres. <br />7. The Land O’Lakes property is located in the I-1 – Limited Industrial District. <br />8. The proposed use is a permitted use in the I-1 – Limited Industrial District.
