John Slack, Perkins + Will May 2, 2016 <br />Land O’Lakes Expansion TS Update Page 10 <br /> <br /> <br />Lexington Avenue Reconstruction <br />Lexington Avenue reconstruction between I-694 and Cummings Park Drive is expected to be <br />completed by the end of the year 2016. The County Road F/Lexington Avenue intersection will be <br />reconstructed to include northbound/southbound dual left-turn lanes and single right-turn lanes as <br />well as eastbound/westbound single left-turn lanes. In addition to County Road F/Lexington Avenue <br />intersection improvements, a raised median will be added along Lexington Avenue within the study <br />area. The raised median will restrict some side-street access along Lexington Avenue, which would be <br />expected to result in minor travel pattern changes. However, the Land O’Lakes South Access is <br />expected to remain a full-movement intersection. <br />Traffic Forecasts <br />To account for general background growth in the area, an annual growth rate of one-half to one <br />percent was applied to the existing peak hour traffic volumes to develop year 2018 background traffic <br />forecasts. These growth rates are consistent with the Metropolitan Council Regional Travel Demand Model. <br />The resultant year 2018 traffic forecasts, which include general background growth and trips generated <br />by the proposed expanded campus, are shown in Figure 5. It should be noted that existing peak hour <br />trips to/from the nearby leased Shoreview offices were not removed from the year 2018 roadway <br />network, as it was assumed these offices would eventually be occupied by other tenants. <br />Intersection Capacity Analysis <br />To determine if the roadway network reconstructed in the year 2016 can accommodate the year 2018 <br />traffic forecasts, a detailed traffic capacity analysis was completed using Synchro/SimTraffic software. <br />Results of the year 2018 intersection capacity analysis shown in Table 5 indicate that all study <br />intersections are expected to operate at an acceptable overall LOS D or better during the a.m. and <br />p.m. peak hours. However, significant side-street delays and queuing issues were observed in the traffic <br />simulation, especially during the p.m. peak hour. It should be noted that the County Road F/ <br />Innovation Way intersection was assumed to be signalized with dedicated eastbound/westbound <br />left-turn lanes and northbound/southbound right-turn lanes under year 2018 conditions. <br />Table 5 Year 2018 Intersection Capacity Analysis <br />Intersection A.M.
