If it is determined that park <br />dedication fees are required in conjunction with Phase 2 of the project, these fees will be <br />negotiated by the City Council. Staff is currently working the City Attorney and the City’s <br />financial advisor to determine the expected impact of the development on the City’s park <br />system. <br /> <br />In establishing the amount required the City is to take into consideration previous payments <br />or dedications for park purposes. As a condition of approval for the PUD approval in <br />Planning Case 79-004, Land O’Lakes was required to pay a park dedication fee in the <br />amount of $151,981.10. <br /> <br /> <br />4. Traffic Study <br /> <br />A traffic study for the proposed expansion of the Land O’Lakes Campus was completed by <br />SRF Consulting and can be reviewed in Attachment E. On page 22 and 23 of the report a <br />summary and conclusions section has been provided, where recommendation #9 discusses <br />potential improvements with regard to site access from County Road F West related to Phase <br />2 of the project. The traffic study was submitted to the Ramsey County Traffic Engineer for <br />review, their comments for both Phase 1 and Phase 2 of the Master PUD can be reviewed in <br />Attachment D. <br /> <br /> <br />5. Tax Abatement <br /> <br />On April 11, 2016, the City Council approved an Abatement Contract with Land O’Lakes to <br />facilitate the company’s plans for the corporate headquarters consolidation. Under the terms <br />and conditions of the Contract, Land O’Lakes must complete certain minimum <br />improvements including the construction of a 145,000 square foot office building expansion. <br />As proposed, the Final PUD for Phase 2 includes a new 155,000 square foot office building, <br />therefore, meeting the requirement of the Abatement Contract. <br /> <br /> <br />6. Additional Review <br /> <br />A. Building Official, City Engineer, and Fire Marshal <br /> <br />The Building Official, City Engineer, and Fire Marshal have reviewed the submitted Plans <br />for Phase 2 of the development. Their comments have been provided in Attachment D. The <br />majority of these comments have been corrected within the updated plan set. All final <br />building plans will be subject to the Building Official and Fire Marshal’s approval prior to <br />the issuance of any permits for development. All final grading and utility plans will be <br />subject to the approval by the City Engineer prior to the issuance of any development <br />permits.
