ARDEN HILLS CITY COUNCIL—JUNE 27, 2016 5 <br /> K. Motion to Approve Authorization to Internally Post for Position of Interim Public <br /> Works Superintendent <br /> L. Motion to Approve Resolution 2016-022 Establishing City Council Norms of <br /> Behavior <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br /> motion to approve the Consent Calendar as presented and to authorize <br /> execution of all necessary documents contained therein. The motion carried <br /> unanimously (5-0). <br /> 7. PULLED CONSENT ITEMS <br /> A. Approve Fund Balance Transfer from General Fund to PIR Fund and a <br /> Budget Amendment <br /> Councilmember McClung was pleased that the City would be contributing to the PIR Fund. He <br /> recommended some of the funds be set aside for parks, trails and public safety increases for the <br /> 2017 budget. He recommended a PIR Fund transfer in the amount of $400,000 with the <br /> remainder to be used for upcoming budget increases. <br /> MOTION: Councilmember McClung moved and Councilmember Holden seconded a <br /> motion to Approve Fund Balance Transfer from General Fund to PIR Fund <br /> in the amount of$400,000 with the remainder staving in the General Fund to <br /> be set aside for the 2017 Budget and a Budget Amendment. <br /> Mayor Grant stated the City had a fund balance policy of 50%. He questioned if the City would <br /> be violating its own policy through the proposed motion. <br /> Interim City Administrator and Director of Finance and Administrative Services Iverson <br /> stated the Council would not be violating the fund balance policy. <br /> Councilmember Holden asked when the Fire Department would be ordering the new fire truck. <br /> Councilmember McClung stated this would occur in 2017 and would cost the City somewhere <br /> between $600,000 and $700,000. <br /> Mayor Grant inquired if the proposed motion should be reconsidered to allow staff additional <br /> time to plan for the 2017 budget. <br /> Councilmember McClung did not oppose this suggestion; however, he believed that because the <br /> City took in more revenue than was budgeted, that additional funds should be set aside for both <br /> the PIR fund and for the 2017 budget. <br /> Mayor Grant was concerned with how the PIR and General Fund would be impacted in future <br /> years when there was not a surplus. <br />
