ARDEN HILLS CITY COUNCIL—JUNE 27, 2016 6 <br /> Councilmember McClung supported a large portion of the funds going to the PIR Fund <br /> ($400,000) but believed it would be wise for the Council to also set aside a portion ($165,121) for <br /> the coming year. He explained that these funds would assist with covering the proposed public <br /> safety increases for 2017. <br /> Councilmember Holmes did not support the proposed motion. She wanted to see the PIR Fund <br /> remain robust. In addition, she commented that the funds for the new fire truck would come out <br /> of the PIR Fund and believed staffs recommendation should be followed. <br /> Councilmember Wicklund supported the motion because it creates flexibility for the City <br /> Council. <br /> Councilmember Holden stated the Council could take the funds out of the General Fund at any <br /> time and make an allotment to the PIR Fund or vice versa. <br /> Mayor Grant wanted the Council to be careful. He did not want to see the City keep the levy <br /> artificially low for several years and then be faced with a larger increase in the future. <br /> Councilmember Holden asked how much the City would be paying for the Bethel trail. <br /> Acting Public Works Director Anderson estimated the City would be paying close to $1 million <br /> for the Bethel trail. <br /> Councilmember Holden suggested the Council table action on this item to allow the Council to <br /> receive more information from staff. <br /> Councilmember McClung was amenable to tabling action on this item. He withdrew his <br /> previous motion. <br /> Mayor Grant suggested this item be tabled to a date certain. <br /> Interim City Administrator and Director of Finance and Administrative Services Iverson <br /> questioned what information the Council would like to have from staff. <br /> Mayor Grant wanted more information on the cost estimates for the PIR Fund for 2017. <br /> Interim City Administrator and Director of Finance and Administrative Services Iverson <br /> reported that the 2017 preliminary budget would not be completed by staff until the end of <br /> August. She recommended this item be tabled to the first meeting in September. <br /> Councilmember Holden wanted to better understand the salary savings in 2016, the CIP items <br /> for 2017, and how the budget would be impacted by these two items. <br /> MOTION: Councilmember McClung moved and Councilmember Holden seconded a <br /> motion to table action on the Fund Balance Transfer to the September 12, <br /> 2016 City Council meeting. The motion carried (5-0). <br />
