<br /> <br />CONSENT ITEM – 5D <br /> <br /> <br />MEMORANDUM <br /> <br /> <br /> <br /> <br />DATE: August 8, 2016 <br /> <br />TO: Mayor and City Council <br /> Susan Iverson, Interim City Administrator <br /> <br />FROM: John Anderson, Acting Public Works Director <br /> <br />SUBJECT: Bethel Trail Request for Proposals – Engineering Services <br /> <br /> <br />REQUESTED ACTION <br /> <br />Motion to Authorize request for proposals for Engineering Services on the Bethel Trail. <br /> <br />BACKGROUND <br /> <br />The City of Arden Hills has committed to constructing a trail connection between Bethels’ two campus <br />locations. Some of this construction has been completed with previous projects and the remaining <br />connection between the main campus entrance on Snelling Avenue to Freeway Park needs to be designed <br />and constructed. <br /> <br />DISCUSSION <br /> <br />The City Council is considering approval of an engineering pool at this evening’s meeting. Following <br />that action, the intent in this item is to send a Request for Proposals (RFP) to the five engineering firms in <br />the Municipal Design category in the engineering pool. Those firms would have the option of submitting <br />a proposal for engineering services related to the Bethel Trail project. <br /> <br />The proposals would be evaluated for the best value relative to each other and a recommendation would <br />be brought forward to the City Council for approval at the end of August. The RFP asks for each <br />consultant to break out the proposal into three parts and gives the City Council the option award each <br />section separately or combined. <br /> <br />This trail section has been discussed by the City Council previously and been included in previous <br />engineering studies. Staff’s understanding of the conclusions of those studies is that the trail is to be <br />located on the west side of Snelling Avenue and the south side of County Road E.
