Motion to Authorize the Appointment of Mike Schifsky as Public Works Working <br />Foreman and Authorization to Advertise for Public Works Superintendent <br /> <br />MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br />motion to approve the Consent Calendar as presented and to authorize <br />execution of all necessary documents contained therein. The motion carried <br />unanimously (5-0). <br /> <br />6. PULLED CONSENT ITEMS <br /> <br />None. <br /> <br />7. PUBLIC HEARINGS <br /> <br />A. Resolution 2016-025 Approving Layout of I-35W MnPASS Project SP 6284- <br />172 <br /> <br />Acting Public Works Director Anderson stated the Minnesota Department of Transportation is <br />in the process of completing preliminary design and environmental documentation for a third lane <br />in each direction along Interstate 35W from County Road C in Roseville to Sunset Avenue just <br />North of Lexington Avenue in Lino Lakes. <br /> <br />Acting Public Works Director Anderson indicated Mark Lindeberg, Project Engineer with <br />MnDOT, was in attendance and would be presenting a project overview for the City Council. The <br />Municipal consent process requires a public hearing be held on the improvement. Staff has <br />advertised notice of public hearing as required by law. No public comments have been received as <br />of July 21, 2016. After the conclusion of the public hearing, the Council has 90 days to take action <br />on the request for Municipal Consent. The Council has three options, which are: <br /> <br />• Approve Municipal Consent <br />• Disapprove Municipal Consent <br />• Disapprove Municipal Consent with Conditions <br /> <br />Acting Public Works Director Anderson reported that if the Council takes no action within 90 <br />days after the public hearing, Municipal Consent is deemed to be granted. <br /> <br />Mark Lindeberg, Project Engineer with MnDOT, provided the Council with a presentation and <br />update on the MnDOT MNPASS Project being proposed for I-35W. He reported this project <br />would occur from Highway 36 to Lexington Avenue. The MNPASS lane would be added to the <br />center lane in each direction. All lanes of traffic would be reconstructed in concrete. He estimated <br />the project would cost $208 million. MnDOT had an $80 million shortfall at this time and would <br />continue to pursue federal funding. He hoped MnDOT would be able to begin the project in the <br />spring of 2019. The project scope for I-35W was reviewed in further detail with the Council. <br />
