Sue Iverson <br />August 24, 2016 <br />Page 3 <br /> <br /> <br />Scope of Services <br /> <br />We will work with you, City staff and the City Council to address s pecific city issues and needs. We are <br />anticipating that the City will need the following services during the interim period: <br /> <br />General Public Works Operations, Staff Engineering and Staff Planning: This would include a variety of <br />administrative, project management, technical support, and other duties as necessary. We anticipate the <br />primary duties will include the following: <br /> <br /> Office hours as outlined below <br /> Attendance at City Council and advisory commission meetings as necessary <br /> Attend City staff meetings <br /> Lead Public Works operations, budget development and management <br /> Act as the City’s liaison with other agencies <br /> Preliminary meetings with land-use applicants <br /> Respond to constituent requests <br /> Advise the Interim City Administrator and other City staff related to engineering issues <br /> Municipal State-Aid system management <br /> Participation, review and administration of the Rice Creek Commons development <br /> Day-to-day staff planning support as required <br /> <br />We do not intend for the above list to be all-inclusive; rather, it represents what we anticipate the primary <br />services that the City will need during this interim period. We are comfortable collaborating with City staff <br />to modify the primary tasks to address the City’s public works, general engineering and planning support <br />needs, providing the City with maximum flexibility. <br /> <br />Office Hours: Andy Brotzler will provide eight hours per week (one day) and Sue Polka will provide 16 <br />hours per week (two days) of office time at City Hall/Public Works to complete the above duties. Bret <br />Weiss will be available to assist on the Rice Creek Commons project and other projects as required. <br />Hannah Rybak will be available as needed to provide day-to-day support for city planning activities. The <br />specific days/working hours will be developed in collaboration with City staff. <br /> <br />Basis of Compensation: <br /> <br />General Public Works and City Engineer <br /> <br />For the first three months of service, we will complete the general public works and staff engineering <br />activities, including meeting attendance as outlined above , on an hourly basis at an hourly rate in <br />accordance with the attached fee schedule. After three months of service, we will work with you to review <br />the day-to-day activities and resource needs to evaluate the basis of compensation and terms of an <br />extended contract. WSB has developed compensation packages that are intended to meet the needs of <br />the City and we would be happy to negotiate an arrangement that meets the needs of the City in the best <br />manner possible. <br /> <br />Non-general services tasks, development review and project work <br /> <br />This work will be completed by Andy Brotzler, Sue Polka, Bret Weiss, Hanna Rybak, and/or other WSB <br />staff as necessary on an hourly basis at their hourly rates. Project work will be performed based on an <br />approved scope and fee prior to beginning work. <br /> <br />
