Sue Polka, PE <br />Interim Assistant Director of Public <br />Works/Assistant City Engineer <br />Sue is a registered Professional Engineer with over 30 years of experience in the <br />public sector. Sue's municipal knowledge involves managing engineering and public <br />works departments including oversight of capital improvement programs as well as <br />operations and maintenance of municipal infrastructure. Her experience includes all <br />phases of design and construction management of a variety of projects ranging from <br />highway interchange improvements, street and utility reconstruction, public buildings, <br />water and wastewater facilities, parks and trails. <br />PROFESSIONAL EXPERIENCE <br />Director of Engineering and Capital Projects, City of Pearland, TX <br />Sue supervised the Engineering and Capital Projects Divisions, managing a $400 <br />million, five-year capital improvement program. Sue worked with consultants who <br />designed and provided construction management for street, facilities, parks, storm <br />drainage, wastewater and water supply projects. She managed projects funded by <br />the Texas Department of Transportation, reviewed consultant qualifications for a <br />variety of capital projects, and oversaw development-related infrastructure projects. <br />Public Works Director/City Engineer, City of Port Arthur, TX <br />Sue supervised the Engineering, Drainage, Solid Waste, Landfill, Electrical (traffic <br />signals, signing, striping, streetlights), and Equipment Divisions. She handled flooding <br />issues due to a 100-year storm event including emergency procurement. Sue <br />prepared the department budget for 2015 with assistance from staff, worked with <br />consultants who design and provide construction management for over $20 million of <br />street, drainage and water supply projects, managed projects funded by the <br />Community Development Block Grant, Texas Water Board and State Hurricane <br />accounts, and reviewed consultant qualifications for a new wastewater treatment <br />plant. <br />Deputy City Manager/City Engineer, City of El Mirage, AZ <br />Sue directed and supervised the personnel and functions of Engineering, Planning, <br />Economic Development, and Community Services. She oversaw and directed <br />development-related issues and versaw all municipal infrastructure in the areas of <br />capital project design, procurement, and construction. Sue coordinated assigned <br />activities with other city departments and outside agencies. She was the project <br />manager for the construction of a police station, recreational facility, and a city-wide <br />water meter replacement program. Sue provided professional and technical support <br />to the City Manager, City Council, and Planning and Zoning Commission. <br />Additionally, she implemented 400-acre foreign trade zone designation in the city’s <br />industrial park.
