The <br />addition would measure 15 feet – 4 inches by 19 feet – 4 inches with an area of 296 square feet. <br />The proposed addition would have minimal impact on the existing site operations and would not <br />modify traffic patterns or parking areas. The proposed addition would be constructed primarily <br />of brick and cast stone, with EIFS fascia along the top portion of the building addition. These <br />exterior materials would match the materials used on the existing building. <br /> <br />The applicant has provided a project narrative (Attachment A) and a complete plan set, including <br />a site plan, building plans, and lighting plan (Attachment C). <br /> <br /> <br />Plan Review <br /> <br />A full evaluation of the proposal was presented to the Planning Commission at their regular <br />meeting on August 3, 2016. The staff report to the Planning Commission is included in <br />Attachment D. The proposed addition is in conformance with the approved PUD for the property <br />and the underlying Gateway Business Zoning District. <br /> <br /> <br />Conditional Use Permits – Section 1355.04 Subd 3 <br /> <br />Section 1320.13 of the Zoning Code states that proposals for modifications to a building’s <br />exterior in the Gateway Business District shall be reviewed according to the criteria for <br />evaluating Conditional Use Permits in Section 1355.04, Subd 3. This section of the Zoning Code <br />states that the City Council shall consider the effect of the proposal upon the health, safety, <br />convenience and general welfare of the owners and occupants of the surrounding land, in <br />particular, and the community as a whole, in general, including but not limited to the following: <br /> <br />1. Existing and anticipated traffic and parking conditions; <br />2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, and <br />other nuisance characteristics; <br />3. Drainage; <br />4. Population density; <br />5. Visual and land use compatibility with uses and structures on surrounding land; <br />6. Adjoining land values; <br />7. Park dedications where applicable; and the <br />8. Orderly development of the neighborhood and the City within the general purpose and <br />intent of this ordinance and the Comprehensive Development Plan for the City. <br /> <br /> <br /> <br /> <br />
