City of Arden Hills ▪1245 West Highway 96 ▪ Arden Hills Minnesota 55112

Phone 651.792.7800 ▪ Fax 651.634.5137 ▪ www.cityofardenhills.org

October 21, 2016

To: Sue Iverson, Interim City Administrator

From: Sue Polka, Interim Assistant Public Works Director

RE: Relocation of Fire Hydrant at Boston Scientific

With the current construction at Boston Scientific along Innovation Drive, there is a need to
relocate an existing fire hydrant that is in conflict with the proposed driveway near the daycare
facility. The original proposal to relocate the existing hydrant would require shutting down the
16” water main that feeds the City’s north water tower which serves the northern part of the City.
Staff is concerned with the shutting down the main for the following reasons:

1. The water main and valves were installed over 40 years ago.
2. A past attempt to shut down the main in this area resulted in a 16” valve breaking in the
off position.
3. Access to a new valve and emergency repairs are beyond the scope of work for Boston
Scientific’s contractor.
4. While the current proposal to shut down the 16” main could be done on the weekend and
would only affect the Boston Scientific property, a valve failure during the work could
potentially affect a larger area of the City.

Public Works staff has determined that the best way to handle the work is to cut off the hydrant,
abandon the existing valve in place and perform a wet tap on the existing main for the new
hydrant lead. In the event that there would be additional work during this operation, we propose
to use the City’s contractor who would be prepared for any additional repairs.

Valley Rich has provided the attached proposal in the amount of $12,750. This includes a base
bid of $10,750 plus $2,000 for the wet tap and hydrant work in order to avoid relocation of a
street light which will reduce restoration costs. The work will be performed on a Saturday.

Cc: Andy Brotzler, Interim Public Works Director/City Engineer
