The application does not propose any alterations <br />to the internal circulation plan as shown in the previously approved Master PUD. <br /> <br /> <br />Additional Review <br /> <br />City Engineer <br />The City Engineer has reviewed the submitted plans and did not have any additional comments <br />at this time. A Grading and Erosion Control Permit will be required prior to the issuance of a <br />Building Permit. <br /> <br />Building Official <br />The City Building Official has reviewed the submitted plans and did not have any additional <br />comments at this time. <br /> <br />Ramsey County Public Works Department <br />The Ramsey County Public Works Department has reviewed the plans and noted that a County <br />Right-of-Way Permit would be required for any work associated with the development <br />completed in the County Road E right-of-way. <br /> <br />Lake Johanna Fire Department <br />The Lake Johanna Fire Marshal has reviewed the submitted plans and did not have any <br />additional comments at this time. The design of the surface parking lot has been modified to <br />meet the Fire Department’s requirements. Final plans will be subject to approval by the Fire <br />Marshall prior to the issuance of a Building Permit <br /> <br />Rice Creek Watershed District <br />MedExpress has applied for a permit from the Rice Creek Watershed District (RCWD) for the <br />development. A copy of the RCWD permit will be required prior to the issuance of any City <br />development permits. <br /> <br /> <br />Discussion <br /> <br />The main areas where the development deviates from the City Code are in terms of the proposed <br />building materials, façade transparency, and signage. The development would exceed the City’s <br />minimum requirements for caliper inches of new tree plantings, the percent of landscape lot area <br />comprised of perennials or shrubbery, and the percent of the parking lot occupied by parking <br />islands. <br /> <br />While the B-2 District Design Standards discourage the use of simulated brick concrete panels, <br />the specific product that is proposed for the building would be durable and have an appearance <br />similar to traditional brick. The Planning Commission believed in this case the proposed material <br />should be accepted as an alternative to the required brick masonry.
