ARDEN HILLS CITY COUNCIL WORK SESSION—OCTOBER 17, 2016 7
Councilmember Holden understood the developer needed some flexibility to be able to move the
parks within the neighborhoods.
Councilmember McClung requested further clarification on this matter and asked that staff
report back to the City Council. He explained that any adjustments within that 10% would have
to be brought to the Council for review and approval.
Senior Planner Bachler discussed which items could be approved by the JDA and which would
have to be referred to the City Council.
Councilmember Wicklund wanted to see the developers have enough flexibility to be able to
reduce the parks by 10%without requiring the developer to return to the City Council.
Councilmember Holmes recommended the language remain as is.
Mayor Grant agreed.
Councilmember McClung believed it was in the developer's best interests to keep the parks as
large as possible.
Councilmember Holden reported she was still against allowing a 15-story building within the
corporate campus. She asked if retail uses would be allowed in the Town Center.
Senior Planner Bachler stated this would be allowed.
Mayor Grant questioned if the TRC would allow for retail below grade.
Councilmember Wicklund liked this idea and encouraged the developer to consider this option.
Mr. Shaver stated the code was silent on this matter but indicated the developer could explore
this concept.
Senior Planner Bachler shifted the discussion to setbacks within residential neighborhoods.
Councilmember .Holmes expressed concern that the TRC had no language to address a setback
requirement from the wildlife corridor trail.
Mr. Stutz explained there would be a 30-foot setback from the wildlife corridor.
Further discussion ensued regarding the neighborhood setbacks and architectural elements.
The Council was in favor of having a 30-foot setback in place for the wildlife corridor and
recommended the 20-foot maximum setback for open spaces be eliminated.
Mayor Grant recommended the warranty language within the TRC be eliminated.
