Based on the approved Master Plan and the work completed to date, there is additional capacity on the main campus that could be used in place of the expansion planned for 1265 Grey Fox Road. 14. Locating a “schools, higher education,” use across Snelling Avenue North from the University of Northwestern-St. Paul’s main campus would create the potential for pedestrian and bicycle conflict with traffic traveling on Snelling Avenue North because students would have to cross Snelling Avenue North to move between the main campus and 1265 Grey Fox Road to attend classes. 15. University of Northwestern-St. Paul’s application indicates it seeks a Zoning Code Amendment and Conditional Use permit for 1265 Grey Fox Road to provide to internship opportunities for its students. However, this goal can be achieved by other alternatives. Recommendation The Planning Commission recommends denial (5-1 Lambath opposed) of Planning Case 16-028 for a Zoning Code Amendment and Conditional Use Permit at 1265 Grey Fox Road based on the findings of fact and the submitted plans in the November 9, 2016, report to the Planning Commission. Options 1. Deny the application. Motion to approve the Findings of Fact and Decision denying the application of the University of Northwestern-St. Paul for a Zoning Code Amendment and Conditional Use Permit for Property at 1265 Grey Fox Road in Planning Case 16- 028. 2. Approve the proposal as submitted. Motion to approve Planning Case 16-028 for a Zoning Code Amendment and Conditional Use Permit at 1265 Grey Fox Road based on the submitted plans and the following findings of fact: findings to approve should specifically reference the reasons for approval. 3. Table for additional information. Motion to table Planning Case 16-028 for a Zoning Code Amendment and Conditional Use Permit at 1265 Grey Fox Road. 4. Referral back to the Planning Commission. Motion to refer Planning Case 16-028 for a Zoning Code Amendment and Conditional Use Permit at 1265 Grey Fox Road back to the Planning Commission for further review and consideration. Notice Notice was published in the Arden Hills/Shoreview Bulletin and notice was prepared by the City and mailed to property owners within 1,000 feet of the subject property.
