CONSENT ITEM – 1C <br /> <br /> <br />City of Arden Hills <br />City Council Meeting for December 19, 2016 <br /> <br />P:\Planning\Recycling & Garbage\2017\Recycling Fees <br />Page 1 of 2 <br /> <br /> MEMORANDUM <br /> <br />DATE: December 15, 2016 <br /> <br />TO: Honorable Mayor and City Council Members <br /> Sue Iverson, Acting City Administrator <br /> <br />FROM: Eric Zweber, Interim City Planner <br /> <br />SUBJECT: 2017 Curbside & Non-curbside Recycling Fees <br /> <br /> <br /> <br />Background <br /> <br />The Arden Hills recycling program includes the weekly curbside recycling program and <br />the annual (spring and fall) community cleanup day events. The current curbside <br />recycling services are provided by Republic Services. The community cleanup day <br />events are operated jointly with the City of Shoreview. The recycling budget is an <br />enterprise fund that receives revenues from the annual household fee that is applied to the <br />property taxes and from the SCORE grant provided by Ramsey County. The majority of <br />the expenses are for the services provided by the recycling contractor for weekly <br />operations. Since there are no other dedicated funding sources, the revenue must be <br />balanced with the expenses. <br /> <br />For 2017, the per household fee charged by Republic Services for curbside recycling <br />services is expected to increase based on the anticipated change in the Consumer Price <br />Index (CPI) from the Minneapolis Federal Reserve for the Upper Midwest. In part <br />because of the increase in the base fee for curbside recycling per household and the <br />decrease in revenue share due to the declining commodity markets for recyclable <br />materials, the annual fee to single family households in the City is proposed to increase <br />from $48.00 to $50.00. The proposed recycling fee of $50.00 for the households that <br />receive curbside service includes the cost of the community cleanup events. <br /> <br />Staff is also proposing to increase the annual fee for each housing unit that is not part of <br />the curbside recycling program, which includes Cottage Villas, Hunter’s Park Condos, <br />Parkshore Apartments, Arden Manor, E Street Flats and Arden Flats. The fee for non- <br />curbside residential units is proposed to increase from $2.50 to $2.75 per unit.
