ARDEN HILLS CITY COUNCIL SPECIAL WORK SESSION — NOVEMBER 14, 2016 2
Mr. Zipko discussed other ways he was working to drive members of the community to the open
house event.
Councilmember Holden requested the brackets be removed from the feedback form. She
believed this would make it easier to read. She asked that the font size also be increased.
Mayor Grant suggested a question be placed on the feedback form asking residents what they
would change versus just asking for general comments.
Councilmember McClung believed this was a leading question.
Councilmember Holden supported the Mayor's question and wanted to be ensured the City
could gather information from the public. She believed that the survey as presented did not
address any of her concerns.
Mayor Grant suggested the survey contain questions that address both the likes and dislikes
within the concept plan.
Councilmember Holmes supported Mayor Grant's question being added but believed the
remainder of the survey should remain as is. She recommended the question regarding the Civic
space be removed due to the fact the City did not have a concept for this area.
Stacie Kvilvang, Ehlers, suggested a question be drafted that states: What do you like or dislike
about the concept plan. She believed this would address the concerns of the Council.
Councilmember Holden wanted to see the survey written in a manner that truly requested
feedback and suggestions.
Councilmember McClung recommended the order of the questions be reconsidered and
suggested the first question read: Do you have any suggestions or recommendations regarding the
concept plan. The second question should read: What concerns do you have with the project. The
third question was to read: What do you like about the concept plan.
Mr. Zipko suggested the third and final question simply read: Other Comments as this would
allow for open ended feedback from the public. He recommended the questions read as follows:
1. Do you have any suggestions or recommendations regarding the TCAAP concept plan?
2. What concerns do you have with the project?
3. Other comments
Councilmember Holden asked how many people would be able to visit a station at a time at the
Open House.
Mr. Zipko estimated eight to twelve people would be able to view the stations at any given time
and noted there would be six stations at the Open House. He anticipated the discussions at the
stations would be very conversational.
