ARDEN HILLS CITY COUNCIL SPECIAL WORK SESSION — NOVEMBER 14, 2016 5 <br />Ms. Kvilvang explained staff was going to be coming back with a recommendation for the City <br />Council to make an increase for 2017. She stated park dedication fees would not have to be set <br />until the property was platted and the majority of the fees would be coming from the residential <br />land on TCAAP. <br />Mr. Duval looked forward to receiving more feedback from the Council on the vision for the <br />parks in order to create parks that met the City's goals and objectives. <br />Councilmember Holmes questioned if the park dedication fees had to be established prior to <br />approving the TRC. <br />Mayor Grant was in favor of setting this fee before approving the TRC. He suggested. WSB <br />work with the Master Developer to find common ground. <br />Councilmember Holden believed that the Council should meet with its own consultants to <br />greater define what amenities should be included in the parks prior to a meeting being held <br />between WSB and the Master Developer. <br />Ms. Kvilvang suggested parks be addressed by the City Council further at their worksession <br />meeting on Monday, November 21St <br />Mr. Duval commented that if the City and the City's Engineer provided him with the design <br />criteria, he could design a park with better pricing information. <br />Councilmember Holmes understood that the City only had park costs at this time. She believed <br />it would benefit the Council to also review Town Center, the canal structure costs, and wildlife <br />corridor expenses. She questioned if the City and the County had come to an agreement on who <br />would be paying for the wildlife resources corridor. <br />Ms. Kvilvang stated she could provide the Council with this information on the 21St. Further <br />discussion ensued regarding the wildlife resources corridor and understood that no changes had <br />occurred. <br />Interim Public Works Director/City Engineer Brotzler questioned what other financial <br />information the Council was looking for. He noted that all roadway improvements would be <br />assumed by the developer, which would be a net zero cost to the City. He provided further <br />comment on how trunk. fees would be charged to the developer. <br />Ms. Kvilvang commented the developer was very aware of the public costs for both infrastructure <br />and parks and were working this into their model. <br />Councilmember Holden asked if the City would have to bond for park improvements. <br />Ms. Kvilvang anticipated the City would only have to bond for the trunk utilities under the spine <br />road. <br />
