<br /> <br /> <br /> <br /> <br />Approved: January 9, 2017 <br /> <br />CITY OF ARDEN HILLS, MINNESOTA <br />SPECIAL CITY COUNCIL WORK SESSION <br />DECEMBER 5, 2016 <br />6:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br /> <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br />Pursuant to due call and notice thereof, Mayor Grant called to order the Special City <br />Council Work Session at 6:00 p.m. <br /> <br />Present: Mayor David Grant; Councilmembers Brenda Holden, Fran Holmes, Dave <br />McClung and Jonathan Wicklund <br /> <br /> Absent: None <br /> <br /> Also present: Interim City Administrator Sue Iverson; Interim City Planner Eric Zweber; <br />Stacie Kvilvang, Ehlers & Associates; and Interim Public Works Director/City Engineer <br />Andy Brotzler <br /> <br />1. AGENDA ITEMS <br /> <br />A. TCAAP TRC <br /> <br />Interim City Planner Zweber stated at the November 28, 2016 Work Session, the City Council <br />reviewed the TCAAP Regulating Plan and the TCAAP Redevelopment Code (TRC) and <br />recommended a number changes before they are provided to the Planning Commission to conduct <br />their Public Hearing. The revised Regulating Plan is and the revised red-lined TRC was discussed, <br />along with the following items which need further review: <br /> <br />• Minimum Multi-Family Unit Sizes <br />• Parking Requirements for all other Non-Residential Uses <br /> <br />Stacie Kvilvang, Ehlers & Associates, updated the Council on the Civic property. She indicated <br />preliminary discussions were held with Bob Lux at Alatus. It was recommended an Option <br />Agreement be pursued for the Civic property. The terms of such an agreement was discussed <br />further with the Council. <br /> <br />Bob Lux, Alatus, stated it was his hope the City would begin development of the Civic property <br />simultaneously with the remainder of the Town Center as this would reduce overall infrastructure <br />costs. He noted the City would receive the land for $1, along with 1.6 acres of underground
