ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION – DECEMBER 5, 2016 2 <br /> <br />parking if the Civic property were to develop within two years of the MDA being signed. He <br />commented further on the benefits of the number of underground parking stalls that would be <br />available within the Town Center. <br /> <br />Councilmember Wicklund questioned what the price range for the Civic property would be if <br />the City were to wait two to five years to develop. <br /> <br />Ms. Kvilvang estimated the land would cost the City $4/square foot for the land plus underground <br />parking and road expenses. <br /> <br />Mr. Lux anticipated the land, parking and utilities would cost the City $3.5 million for the Civic <br />property if development delayed past two years. <br /> <br />Councilmember Holden questioned how staff devised the proposed timeline. <br /> <br />Ms. Kvilvang explained the timeline was proposed by Alatus to motivate the City to develop the <br />Civic property in a timely manner. <br /> <br />Councilmember Holden believed that the proposed timeline would force the City to put up a <br />building quickly given the reduced costs to the City. She anticipated the City would then have to <br />plan for the space at a later date. <br /> <br />Councilmember Wicklund understood the proposed timeline put a lot of pressure on the City, <br />however, he believed a Civic use on this property would be valuable. He recommended the <br />Council put a lot of thought and work into this project in order to make it a success for the <br />community. <br /> <br />Councilmember Holmes had concerns with how to plan for the structure and how it will be used <br />if given less than two years to make all of the necessary decision. <br /> <br />Councilmember McClung supported the Council moving forward on the Civic property. <br /> <br />Mayor Grant believed two years was an aggressive timeframe, but appreciated the cost saving <br />measures being offered by the developer. He encouraged the Council to find a way to move <br />forward and to begin planning the Civic space. He recommended staff draw up the necessary <br />Option Agreement, along with finalizing the park plans. <br /> <br />Ms. Kvilvang stated staff could begin working on the Option Agreement and noted staff had also <br />begun drawing up the Park Dedication fee language. She reported $6,500 would be charged for <br />residential lots. <br /> <br />Mayor Grant asked if the Council wanted to address the unit’s sizes first or the TRC. <br /> <br />Councilmember Wicklund requested the Council address unit sizes next. <br /> <br />Mr. Lux discussed the unit sizes used within Latitude 45 and commented on the great success he <br />has had with this development due to the large number of amenities available within the building.
