2017 Trail/Watermain Projects – City of Arden Hills
February 9, 2017

Description of Services
Preliminary Design

1. Coordination with MnDOT, Ramsey County, & Bethel University
Each of the trail segments is within Ramsey County right-of-way and it will be critical to the success of this project
for WSB to lead communication and coordination efforts to facilitate the design and construction of the new trail
segments. WSB will hold one project meeting with Ramsey County and one with Bethel University during the
design process, either at City Hall or County/Bethel offices. This will include coordination of right-of-way and
anticipated disturbances, if needed. We will provide the necessary graphics, maps, and presentation materials for
these meetings. In addition, email correspondence, conference calls, and other related day-to-day communications
techniques will be used. The portion of the trail project along Old Snelling Avenue will be designed and constructed
in accordance with State Aid standards; the appropriate level of communication with MnDOT is also included with
the scope of work.

2. Utility Location
During preliminary design, a Gopher State One Call will be initiated to collect maps of all private utilities located
within the project area. In addition, field markings will be requested prior to the topographic survey to ensure the
needed utility information and locations are incorporated into the project design. Coordination with the utility
companies during the design phase will be critical to the success of the project and therefore one coordination
meeting is included with the scope of services.

3. Soil Borings & Geotechnical Evaluation
We propose to complete a total of 14 soil borings for the project (1 boring per 500 lineal feet, 2 boring locations at
proposed retaining wall locations), 12 for the Old Snelling Trail area and 2 along the County Road E2 Trail Project.
The soil borings will be drilled to a depth of approximately 5-15 feet to determine soils below the planned trails and
underground utilities. Soil boring logs will be provided for each location.

The information gathered in the field for this project will be used to prepare a geotechnical report that will provide
an analysis in regards to onsite soils and recommendations for pavement section design, utility installations,
groundwater conditions encountered and discussion on use of soil for structural fill, stormwater treatment
practices, or the installation of retaining walls.

If unsuitable soils (existing fills, organic soils, etc) are encountered at the proposed boring termination depths,
WSB will extend the borings into competent materials. An additional charge of $20 per linear foot will be
assessed for borings extended beyond their proposed termination depths. If the added work requires an
additional mobilization to the site, it will be charged at $200 per day.

The report will summarize the findings, provide a discussion of subsurface and groundwater conditions
encountered, recommendations for subgrade preparation, and discussion on use of soils for structural fill or
stormwater treatment practices. We understand that no permits are required for drilling or traffic control within
the roadways.

4. Topographic Survey
A topographic design survey will be conducted prior to the preliminary design. This survey will include existing site
conditions, trees, mailboxes, driveway edges, landscape edges, location of private utilities (especially those that may
