Mr. Bill Joynes <br />January 31, 2017 <br />Page 2 <br /> <br /> <br />K:\03455-000\Admin\Docs\3455-000 COM LTR PROP-b joynes-013117-DPW-CE & EngTeam.docx <br />TCAAP Project Advisor <br /> <br />We propose that Mr. Bret Weiss, PE, will continue to serve as a project advisor to the City for the TCAAP <br />project. Bret will work collaboratively with the City and WSB team on an as-needed basis to provide <br />strategy support and advice for the implementation of the TCAAP project. <br /> <br />SCOPE OF SERVICES <br /> <br />We expect to provide the following general services to the City of Arden Hills: <br /> <br />General Director of Public Works and City Engineering Duties <br /> <br />1. Acts in a department head capacity for the Public Works Department including planning; coordinating; <br />supervising; and evaluating programs, plans, services, staffing, equipment, infrastructure, and <br />maintenance. <br />2. Evaluates public works needs and formulates short- and long-range plans to meet needs in all areas <br />of responsibility, including streets, water, sewer, drainage, lighting, park maintenance, building <br />maintenance, vehicles, and equipment for the City. <br />3. Meets with developers and members of the public on proposed development projects in order to <br />relate the process and procedures involved with engineering and infrastructure development. Works <br />with the Finance Department to monitor charges and revenues associated with development and <br />public improvement projects. <br />4. Determines the need for preliminary studies and reviews all preliminary studies for compliance with <br />ordinances, comprehensive plans, engineering standards, and financial guidelines. <br />5. Directs engineering activities on projects and oversees project management for the construction of <br />municipal public works projects. <br />6. Regularly attends City meetings including City Council, and on an as-needed basis, City Council <br />Work Session, Planning Commission, and PRTC meetings. <br />7. Directs the assessment process for recovery of municipal costs incurred on improvement projects. <br />8. Develops systems to monitor sewer and water usage. <br />9. Prepares annual departmental budgets and CIP and monitors expenditures. <br />10. Acts as City liaison and City representative with other communities and county, state, and federal <br />agencies. <br />11. Provides advice and recommendations to the City Administrator and other City departments and staff, <br />reviews proposals submitted by management staff and makes appropriate comments and <br />suggestions, and assists City staff with any engineering needs. <br />12. Works with outside individuals/groups involved in studies affecting City services and coordinates <br />special projects and studies. <br />13. Develops and implements procedures for effective operation of the Public Works Department <br />consistent with City policies and relevant laws, rules, and regulations and implements Council <br />directives. <br />14. Oversees the maintenance of the City’s Municipal State Aid Road System. <br />15. Makes public presentations and deals with the public on an individual basis. <br />16. Supervises staff either directly or through subordinate supervisors and oversee operations to assure <br />the desired level and quality of service is being provided. Supervision of staff includes: assignments; <br />direction; discipline; suspension; reward; grievances; transfer of employees; and recommendations <br />on the hiring, discharge, or promotion of employees in the Public Works Department. <br /> <br />Office Hours: Ms. Polka will provide an average of thirty-two (32) hours per week of time at City Hall and <br />Public Works with which to complete these duties. <br /> <br />
