<br /> <br />Exhibit B – Scope of Services Page 7 <br />EXHIBIT B <br />SCOPE OF WORK <br />GENERAL SCOPE OF SERVICES <br /> <br />ARTICLE B.1 – GENERAL SCOPE OF SERVICES AS DIRECTOR OF PUBLIC WORKS AND CITY <br />ENGINEER <br /> <br />The City intends to retain the Engineer as the designated City Engineer and to provide general engineering <br />and other related professional services. Typical general services (not all-inclusive) are listed below. <br /> <br />B.1.1 Act in a department head capacity for the Public Works Department including planning; <br />coordinating; supervising; and evaluating programs, plans, services, staffing, equipment, <br />infrastructure, and maintenance. <br /> <br />B.1.2 Evaluate public works needs and formulate short- and long-range plans to meet needs in all <br />areas of responsibility, including streets, water, sewer, drainage, lighting, park maintenance, <br />building maintenance, vehicles, and equipment for the City. <br /> <br />B.1.3 Meet with developers and members of the public on proposed development projects in order <br />to relate the process and procedures involved with engineering and infrastructure <br />development. Work with the Finance Department to monitor charges and revenues <br />associated with development and public improvement projects. <br /> <br />B.1.4 Determine the need for preliminary studies and reviews all preliminary studies for compliance <br />with ordinances, comprehensive plans, engineering standards, and financial guidelines. <br /> <br />B.1.5 Direct engineering activities on projects and oversee project management for the construction <br />of municipal public works projects. <br /> <br />B.1.6 Regularly attend City meetings including City Council, and on an as-needed basis, City <br />Council Work Session, Planning Commission, and PRTC meetings. <br /> <br />B.1.7 Direct the assessment process for recovery of municipal costs incurred on improvement <br />projects. <br /> <br />B.1.8 Develop systems to monitor sewer and water usage. <br /> <br /> B.1.9 Prepare annual departmental budgets and CIP and monitors expenditures. <br /> <br />B.1.10 Act as City liaison and City representative with other communities and county, state, and <br />federal agencies. <br /> <br />B.1.11 Provide advice and recommendations to the City Administrator and other City departments <br />and staff, review proposals submitted by management staff and makes appropriate <br />comments and suggestions, and assist City staff with any engineering needs. <br /> <br />B.1.12 Work with outside individuals/groups involved in studies affecting City services and <br />coordinates special projects and studies. <br /> <br />B.1.13 Develop and implement procedures for effective operation of the Public Works Department <br />consistent with City policies and relevant laws, rules, and regulations and implements Council <br />directives. <br /> <br />B.1.14 Oversee the maintenance of the City’s Municipal State Aid Road System. <br /> <br />B.1.15 Make public presentations and deals with the public on an individual basis. <br /> <br />
