2 <br />SECTION I: GENERAL INFORMATION <br /> <br />A. OBJECTIVE <br /> <br />The City of Arden Hills is seeking a qualified consultant team to provide <br />conceptual design, site assessment, cost estimation and community engagement <br />facilitation services for the development of a Civic Site within the Twin Cities <br />Army Ammunition Plant (TCAAP) redevelopment project. <br /> <br />In addition to the conceptual plan, the RFP also includes an assessment of the <br />ongoing maintenance cost and expected lifetime of the existing City Hall located at <br />1245 West Highway 96 <br /> <br />Currently, the City’s Public Works Department is located in a shared space at the <br />Ramsey County Facility located at 1425 Paul Kirkwold Drive. The RFP also <br />includes an alternate for reviewing future space needs for the Public Works <br />Department. <br /> <br />The City of Arden Hills has been offered an option to purchase the 1.6 acre Civic <br />zoned property on the TCAAP site. The City has created a Civic Site Task Force <br />consisting of interested residents and City officials to look at the possibility of <br />building and operating a community center, City Hall, or similar public facility on <br />this property. <br /> <br />The City is seeking a consultant team to provide project leadership and assist <br />the Task Force in preparing a conceptual plan for Community Facilities based <br />on community feedback, estimated construction costs, develop a community <br />engagement/education plan, and projected operational costs and possible <br />revenue streams for the project. <br /> <br />B. Expenses incurred in the preparation of submittals, presentations and other <br />incidental activities related to this solicitation are solely the responsibility of the <br />respondent. <br />
