3 <br />D. PROPOSALS <br /> <br />The RFP will be distributed on Friday, February 17, 2017. To be considered for <br />selection, each Consultant must submit twelve (12) printed copies and one (1) <br />electronic copy (PDF format) of their response to this RFP. The copies are to be <br />delivered in person or sent by certified/express mail to the address listed in Section I, <br />Subsection B. All copies of the proposal must be received by the City by no later <br />than 4:00pm on Friday, March 17, 2017. Proposals sent by fax or email will not be <br />considered. The City observes the right to overlook any technicalities and accept or <br />reject any or all proposals if it is in the best interest of the City. <br /> <br />E. SELECTION CRITERIA <br />Responses to this RFP will be evaluated by a selection committee based upon the <br />Consultant’s proposal and information provided as outlined in Section III of this <br />document. The committee will review all proposals and make a recommendation to <br />the City Council for contract approval. <br /> <br />Proposals will be evaluated on the following criteria (in general order of importance): <br /> <br />• Quality of the response to this RFP <br />• Experience of the proposed project team with similar projects <br />• Experience of the proposed project team with sustainable design <br />• Fees <br />• References <br />• Consultant’s workload, staff availability and ability to complete the project within <br />the schedule outlined herein <br /> <br />F. CHANGES IN THE RFP <br />Any changes to this RFP will be put in writing to each prospective Consultant no <br />later than seven (7) calendar days before the date of the opening of the sealed <br />proposals. <br /> <br />G. DISCLOSURE <br />All information in a Consultant’s proposal, except for fee analysis, is <br />subject to disclosure under the provisions of Minnesota Statute Chapter 13 <br />- Minnesota Government Data Practices Act. <br /> <br />SECTION II: PROJECT OVERVIEW <br /> <br />A. BACKGROUND <br /> <br />The City currently has a population of approximately 9,847 residents. There are 1,460 <br />residential units planned to be built as a part of the TCAAP redevelopment project. <br />This will result in an increase in population by approximately 1/3. Due to this level of <br />growth, the City must evaluate current City facilities to determine if they will be able <br />to adequately serve the growing community. <br />
