Project Approach to Scope of Work / 12
A Proposal to Provide a 2040 Comprehensive Plan Update for the City of Arden Hills
Housing
Arden Hills has a long success rate with single family home development and has seen recent success
with multi-family and senior housing. Our team will coordinate with the Planning Commission and City
staff to develop a housing element that meets the Metropolitan Council’s requirements for growth and
affordable housing. This element will also emphasize life-cycle housing for a diverse mix of people,
family types, ages, and economic status. Implementation actions in this element will likely include
flexible zoning for property redevelopment to meet broader housing goals, as well as design guidelines
to support new or renovated housing that contributes to neighborhood character and sustainability.
“Empty nester”
household
Old lone person
household
Lone person
household
Group
householdYoung couples may have
children and become
young families
Young families
mature and parents
may divorce/separate
Young people either couple, join
a group household, or remain
as lone persons
Young people leave the parental
household to form new households,
leaving behind “empty-nester” households
Young lone
person household
Group
household
Young couple
Young family
Mature family
One parent
family
