Joynes, Sr., City Administrator <br /> <br />FROM: Matthew Bachler, Senior Planner <br /> <br />SUBJECT: 2040 Comprehensive Plan <br /> <br /> <br />Requested Action <br /> <br />Review proposal from WSB & Associates to the complete the 2040 Comprehensive Plan and <br />authorize staff to negotiate a consulting services contract with WSB. A final contract would be <br />placed on the March 13, 2017 City Council agenda for the Council’s consideration. <br /> <br /> <br />Background <br /> <br />Communities in the seven county metropolitan area are required to update their comprehensive <br />plan every ten years to ensure consistency with the Metropolitan Council’s regional development <br />plan. The current plan is Thrive MSP 2040 and was adopted in May 2014. Local comprehensive <br />plans must also conform to the metropolitan system plans for transportation, water resources, <br />housing, and regional parks and trails. The City now has until December 31, 2018 to complete its <br />2040 Comprehensive Plan. <br /> <br />The City Council discussed their goals for the 2040 Comprehensive Plan at two work session <br />meetings in May and July 2016. The City Council determined the intent of the Comprehensive <br />Plan update was to satisfy the Metropolitan Council’s technical requirements and to update the <br />goals and priorities included in the 2030 Comprehensive Plan as needed. A draft RFP for <br />consulting services to assist with the update was reviewed at the work session on July 25, 2016. <br />Staff has since made updates to the draft RFP based on Council feedback related to public <br />engagement requirements and contract negotiation (Attachment A). <br /> <br /> <br /> <br />
