<br /> <br />City of Arden Hills <br />City Council Work Session for February 21, 2017 <br />P:\Planning\Comprehensive Plan\2018 Comprehensive Plan\Memos_Reports_2040 Comp Plan <br /> <br />Page 2 of 3 <br />Discussion <br /> <br />Since August 2016, the City has worked with WSB & Associates under a Professional Services <br />Agreement that includes public works supervision, engineering services, and planning support. <br />The City Council approved an extended agreement with WSB for public works directorship on <br />February 13, 2017. Considering this existing Agreement, staff requested that WSB submit a <br />proposal to complete the 2040 Comprehensive Plan prior to bringing the RFP to the City Council <br />for final approval. A copy of the proposal from WSB is included in Attachment B. <br /> <br />Work Plan <br />The work plan proposed by WSB is consistent with the draft RFP and the minimum <br />requirements established by the Metropolitan Council for Comprehensive Plan updates. The plan <br />chapters would include general community development topics (community profile, land use, <br />economic development, and housing), parks and trails, technical topics related to public <br />infrastructure (transportation, water supply, water resources, and sewer), and implementation. <br />The budget includes a water supply model as an alternate project if it is determined the TCAAP <br />water supply model is unusable for the remainder of the City. <br /> <br />Schedule <br />Although the Comprehensive Plan submittal deadline is December 31, 2018, the City must <br />provide adjacent and affected jurisdictions a six month review period to comment on the plan <br />update before submitting to the Metropolitan Council. Therefore, the City should aim to approve <br />the Comprehensive Plan update no later than May 2018. The schedule provided by WSB would <br />allow for the City Council to approve the update in March 2018. <br /> <br />The work schedule includes a series of meetings and workshops with the City Council, Planning <br />Commission, Economic Development Commission, and Parks, Trails, and Recreation <br />Committee. One public open house is scheduled for January 2018 to review the final draft of the <br />Comprehensive Plan prior to Planning Commission and City Council consideration. <br /> <br />Financial Impact <br />WSB has proposed a total project budget of $131,050. The water supply model would be an <br />additional $6,000 if the City determines this work is needed. It is estimated that approximately <br />70 percent of the costs associated with the update would be billed in 2017 ($91,735), with the <br />remaining 30 percent ($39,315) billed in 2018. Staff would recommend that any contract for <br />consulting services stipulate that the project cost should be a not-to-exceed amount. The overall <br />project cost may be reduced if the City fills the vacant Community Development Director <br />position in the future and is able to commit more staff resources to completing sections of the <br />plan. <br /> <br />It is difficult to compare the cost for Comprehensive Plan updates across different communities <br />given differences in population, pace of development, and the level of detail required for a given <br />plan update. Staff has compiled the table below to show the range in budgets for Comprehensive
