Relative Experience / References / 21 <br />A Proposal to Provide a 2040 Comprehensive Plan Update for the City of Arden Hills <br />City of Minnetrista <br />In 2009, WSB and Associates worked with the City <br />of Minnetrista to assist them with an update to their <br />Comprehensive Plan, completing the sanitary sewer, <br />water, transportation, and water resource sections of the <br />Plan. WSB staff served as the City’s project manager for <br />the Comprehensive Plan Update, coordinating community <br />engagement efforts, ensuring compliance with strict <br />Metropolitan Council requirements for density minimums, <br />and coordinating the complicated adjacent jurisdictional <br />review in the City. WSB contributed to the implementation of <br />the Comprehensive Plan by using projections and land use <br />scenarios to complete a surface water management plan, a <br />sewer rate study, and a water rate study, which determined <br />rates for all three services within the community. Also, <br />many of the transportation improvements specified in the <br />Plan have come to fruition under the leadership of WSB’s <br />municipal engineering group, serving as a further catalyst <br />for the realization of the land use plans and policies set <br />forth in the plan. Finally, the WSB team members worked to <br />ensure that the zoning districts, standards, and other official <br />controls were consistent with the Comprehensive Plan by <br />updating ordinance language and completing necessary <br />re-zonings. <br />Private Clients within the City of Arden Hills <br />WSB has not performed any work with private clients in Arden Hills, but WSB has provided direct assistance to <br />other cities, including the Cities of Richfield and North St. Paul, to complete Livable Communities Demonstration <br />Account grant applications in 2016. The developer of the grant funded projects for both Cities is Inland <br />Development, a partner of the TCAAP master developer Alatus.
