<br /> <br />2 <br /> <br />I. Introduction <br /> <br />Arden Hills is a community situated in Ramsey County approximately 8 miles north of the <br />downtown areas of both Minneapolis and St. Paul. The City has an estimated population of <br />9,600 and over 12,000 employees. The City is home to Boston Scientific, Land O’Lakes, <br />Bethel University and University of Northwestern. Arden Hills offers convenient freeway <br />access to I-35W, I-694, Highway 51/Snelling, and Highway 10. Residents of Arden Hills <br />enjoy a high quality of life with access to neighborhood and regional parks and trails, stable <br />residential neighborhoods, and one of the highest ranking school districts in the State. <br /> <br />Arden Hill is home to the former Twin Cities Army Ammunition Plant (TCAAP), which was <br />in production from 1942 to 1976. In 2013, Ramsey County purchased a 427-acre parcel of <br />the site from the U.S. Government to clean up and return to productive economic use. The <br />City of Arden Hills approved a master redevelopment plan for the property in 2015, and <br />completed an update to its 2030 Comprehensive Plan at that time. The redevelopment plan <br />calls for a mix of commercial and residential uses around a town center area. The Joint <br />Development Authority overseeing the project has selected a team comprised of Alatus LLC, <br />Inland Development Partners, and Tradition Development Corporation to help guide overall <br />residential and commercial development on the site. <br /> <br />II. Scope of Services <br /> <br />The City of Arden Hills is accepting proposals from qualified consultant firms to assist in <br />updating its 2030 Comprehensive Plan. The City completed an extensive update to its <br />Comprehensive Plan in 2015 to incorporate the master redevelopment plan for the TCAAP <br />property. The City’s goal with this current update is to improve upon the existing plan only <br />where needed. <br /> <br />The City expects a more thorough update will be needed to the following components of the <br />Comprehensive Plan: <br /> <br />• Land Use. Arden Hills is a nearly fully developed community and as a result <br />redevelopment pressure has increasingly become an issue in some of the City’s older <br />commercial and industrial areas. The consultant firm will be asked to examine the <br />Red Fox/Grey Fox/Lexington Avenue business area in particular. This area includes <br />several light industrial/office buildings developed in the 1960s and 1970s that are <br />becoming obsolete for modern business uses. Several large retail and commercial <br />redevelopment projects have been completed along the adjacent Lexington Avenue <br />corridor in recent years, both in Arden Hills and the adjacent Shoreview community, <br />which is changing the characteristics and traffic patterns of the area. <br /> <br />• Housing. Approximately 50 percent of the housing units in Arden Hills were <br />constructed prior to 1974. As the City’s housing stock ages, there is an increasing <br />need to adopt policies and programs that encourage property reinvestment.
