<br /> <br />3 <br /> <br />reinvestment to add to its current code enforcement program and partnerships with <br />county, regional, state, and federal entities. <br /> <br />• Economic Development. The City completed a Business Retention and Expansion <br />(BRE) program in 2015. As part of the Comprehensive Plan update, the consultant <br />firm will update the Economic Development and Redevelopment chapter of the plan <br />to incorporate the findings and recommendations of the final BRE report. The <br />consultant will also review how the report findings impact the land use, housing, and <br />transportation sections as they relate specifically to economic development. <br /> <br />A. Metropolitan Council Requirements <br />The consultant firm is expected to develop and maintain effective relationships with the <br />Metropolitan Council, including early identification of issues and communications with <br />the agency throughout the Comprehensive Plan Update process. The consultant firm will <br />be responsible for assuring the Comprehensive Plan Update complies with Minnesota <br />Statutes and the Metropolitan Council guidelines, including the relevant requirements <br />contained in the Local Planning Handbook and the System Statements. <br /> <br />B. Comprehensive Plan Chapters <br />The consultant firm shall analyze recent trends in physical development in the City, <br />complete an assessment of this information, and update the existing chapters in the <br />Comprehensive Plan based on current and projected demographic data. The specific <br />chapters to be updated are listed below. <br /> <br />The City reserves the right to have City staff assist the consultant firm in providing <br />content for certain chapters of the Comprehensive Plan. The consultant firm will be <br />responsible for incorporating content provided by City staff into the Comprehensive Plan <br />to ensure a consistent format. <br /> <br />1. Introduction <br />• Evaluate and update the City Vision as appropriate <br />• Analyze and update Community Profile based on most current U.S. Census data <br /> <br />2. Land Use <br />• Forecasts and Community Designation <br />• Existing Land Use <br />• Future Land Use <br />• Density Calculations <br />• Staged Development and Redevelopment <br />• Natural Resources <br />• Protection Element: Solar, Wind, etc. <br />• Special Resource Protection <br /> <br />3. Economic Development and Redevelopment <br />
