The applicant is seeking feedback <br />from the City Council on the concept. <br /> <br />Concept Review Process <br /> <br />The concept review process is an opportunity for the City Council to provide comments, <br />questions, and concerns regarding proposed developments. A concept review is considered <br />advisory and is nonbinding to the City and applicant (Section 1320.14 Subd 4 of the Zoning <br />Code). No formal action can be taken at a work session. A formal application will be subject to <br />the full review process, including a public hearing with Planning Commission and City Council <br />review. <br /> <br />Background <br /> <br />The North Heights Lutheran Church owns a 41 acre site located on the south side of Highway 96 <br />and directly to the east of US Highway 10 with an address of 1700 West Highway 96. The <br />chapel of the church is located roughly in the center of the property and an education wing is <br />extending from the south side of the chapel. The chapel of the North Heights Lutheran Church <br />was constructed in 1986 and the educational wing was constructed in 1998. There is parking <br />constructed to the north of the chapel and to the east of the chapel and educational wing.
