The applicant is seeking feedback from the City Council on the concept. Concept Review Process The concept review process is an opportunity for the City Council to provide comments, questions, and concerns regarding proposed developments. A concept review is considered advisory and is nonbinding to the City and applicant (Section 1320.14 Subd 4 of the Zoning Code). No formal action can be taken at a work session. A formal application will be subject to the full review process, including a public hearing with Planning Commission and City Council review. Background The North Heights Lutheran Church owns a 41 acre site located on the south side of Highway 96 and directly to the east of US Highway 10 with an address of 1700 West Highway 96. The chapel of the church is located roughly in the center of the property and an education wing is extending from the south side of the chapel. The chapel of the North Heights Lutheran Church was constructed in 1986 and the educational wing was constructed in 1998. There is parking constructed to the north of the chapel and to the east of the chapel and educational wing. The remaining portions of the site are wooded or contain wetlands and/or stormwater infrastructure.
