Currently, the North Heights and Snelling <br />Avenue intersections with County Road 96 are both unsignalized but the North Heights <br />intersection is planned to become signalized with the construction of the TCAAP spine road. <br /> <br />The majority of the North Heights Lutheran Church property is zoned R-1 – Single Family <br />Residential with the 6 acres of the property at the US Hwy 10 and CSAH 96 interchange being <br />zoned B-1 – Limited Business. The property is guided for P/I – Public & Institutional in the <br />Comprehensive Plan. The building would also be occupied by 2nd Half with Lyngblomsten staff which <br />provides off-site services for individuals whom wish to continue living in their existing homes. <br />This area is currently wooded with a stormwater pond in the middle of the site and small <br />wetlands on the northern and southern edges of the site. <br /> <br />The senior housing is proposed to be constructed on the western portion of the new site and be <br />located to the south of the education wing and the southwest of the existing parking lot. The <br />building is proposed to be four stories with a pitched gable roof and will be divided into four <br />portions for the different stages of living. The center portion of the building will be “town <br />center” in which the main entrance and common areas such as dining, cinema, chapel, fitness
