To the north of the town center would be the independent living <br />and to the south would be the assisted living and then the skilled nursing. <br /> <br />Parking is proposed to include underground parking stalls for all of the independent living units <br />and 58 surface stalls for guests and employees. Lyngblomsten expects to have 100 employees <br />with approximately 35 staff members (including the 2nd Half with Lyngblomsten staff) at its <br />largest shift. If all of their employees drive to the site, then there would be only 23 parking stalls <br />available for guests. <br /> <br />The primary access to the site is proposed from Snelling Avenue and a secondary access would <br />come from a connection to the North Heights’ parking lots and their internal circulation and <br />accesses. The Lyngblomsten access onto Snelling Avenue will be located about 1,000 feet south <br />of the North Heights’ Snelling Avenue access. The North Heights’ Snelling Avenue access is <br />signed to prohibit right turns to limit traffic through the residential neighborhood between <br />Snelling and Hamline Avenues. <br /> <br />The Lyngblomsten plans would require six different requests: <br />• Comprehensive Plan Amendment from P/I – Public & Institutional to HDR - High <br />Density Residential <br />• Rezoning from R-1- Single Family Residential District to R-4 – Multiple Dwelling <br />District <br />• Conditional Use Permit for a Nursing Home and Assisted Living Use <br />• Planned Unit Development for Performance Standards Increases (at least height and <br />density) <br />• Preliminary Plat <br />• Final Plat <br /> <br />Below is a table of the R-4 – Multiple Dwelling District performance standards and which <br />standards would likely be exceeded. <br /> R-4 Standards Lyngblomsten Request <br />Minimum Lot Area per Dwelling <br />Unit <br />3,630 sq. ft. / d.u.
