Mr. Joynes  <br />March 13, 2017  <br />Page 2   <br />  <br />   <br /> <br />Task 2: Public Participation <br /> <br />2.1 Finalize Public Participation Plan <br /> <br />2.2 Joint City Council/Planning Commission Kick-Off Meeting (1) <br /> Finalize roles and schedule, review Vision and convey responsibilities. <br /> <br />2.3 Planning Commission Meetings (4) <br /> This includes attendance at four Planning Commission meetings to discuss housing and land use <br />requirements; implementation and capital improvement plan (CIP); draft Comprehensive Plan and <br />the required Public Hearing. <br /> <br />2.4 City Council Meetings (3) <br />This includes attendance at three City Council meetings to reviewing the draft housing and land <br />use chapters, draft Comprehensive Plan and approval of the Plan. <br /> <br />2.5 Parks, Trails and Recreation Committee Meeting (1) <br /> This includes attendance at one Park Commission meeting to review the draft Parks and <br />Recreation chapter. <br /> <br />2.6 Online Engagement (My Sidewalk) <br /> Program and implement an online interface to engage effectively with the public. <br /> <br />Cost: $6,800 <br /> <br />Task 3: Housing Component <br /> <br />3.1 Housing Data <br />Compile all appropriate GIS and other data on housing. <br /> <br />3.2 Preparation of Exhibits <br />Prepare exhibits including charts of the existing housing stock by age, type, tenure and value and <br />a map of owner occupied housing value. <br /> <br />3.3 Affordable Housing Tools <br />List of City of Arden Hills affordable housing tools and list the barriers to implementing additional <br />tools in compliance with the Metropolitan Council’s Housing Policy Plan. <br /> <br />3.4 Housing Goals and Implementation Steps <br />Create goals and implementation steps regarding housing based on the community vision and <br />with Planning Commission assistance. <br /> <br />3.5 Draft and Revision of Housing Chapter <br />Create one (1) draft of the housing chapter and one (1) revision to the housing chapter. <br /> <br />Cost: $5,100 <br /> <br />Task 4: Land Use Component <br /> <br />4.1 Land Use Data <br />Compile all appropriate GIS and other data on existing land uses. <br /> <br />4.2 Demand Compatibility Analysis <br />Determine residential demand based on the Housing Chapter. Evaluate if the demand determine <br />is compatible with the population and housing forecasts provided in Thrive 2040. <br />
