Joynes, Sr., City Administrator <br /> <br />FROM: Sue Polka, Public Works Director/City Engineer <br /> <br />SUBJECT: Highway 10 and County Road 96 Intersection <br /> <br /> <br />BACKGROUND <br /> <br />In early December 2016, a crash occurred on County Road 96 at the intersection of Highway 10 <br />resulting in two fatalities. <br /> <br />DISCUSSION <br /> <br />I’ve spoken with the Ramsey County Traffic Engineer regarding the intersection and potential <br />operational changes that may occur due to the recent event. She has given me the following <br />information: <br /> <br />• The state DPS has completed a crash investigation but the report is still pending. <br />• After the incident, the county hired a consultant to review the signal timing at the <br />intersection. The timing was also reviewed with MnDOT and it has been determined that <br />the current timing is still appropriate. No revisions have been made. <br />• If the permissive left (flashing yellow arrow) is not allowed, the traffic backs up into the <br />through lane. <br />• The County is currently planning to update all traffic signals on County Road 96 with the <br />flashing yellow arrows. <br /> AGENDA ITEM – 1D <br /> <br /> <br /> MEMORANDUM <br />
