Discussion

The 2017/18 Capital Improvement Plan (CIP) includes an item for the replacement of the 2001
dump truck (Unit 116). A copy of the detailed sheet from the CIP is attached (Attachment A).
repair costs for parts and labor between 2003 and 2016 total $16,146. As previously mentioned,
parts for the 16-year-old Sterling chassis are no longer available as Sterling is out of business.
Ramsey County staff has indicated that they are already experiencing trouble getting replacement
parts for some of the units. The County would not recommend that the City purchase any of
their old Sterling units. Their International Trucks will become available in 2021. Staff is
concerned about future repair costs due to the truck’s age and also down-time that would be the
result of such repairs.

The 2017/18 CIP has an estimated budget for the purchase of the new dump truck of $250,000
and a trade in value of $10,000 for a net budget of $240,000 for this purchase. The truck was
initially budgeted over two years due to an 18-month build out process. TowMaster has
indicated that the truck can be completed in 2017 with and estimated delivery date in October.
The pricing quote (Attachment B) shows a purchase price from Nuss Truck & Equipment of
$87,808.40, with the $18,000.00 trade-in of the 2001 truck, and 109,544.00 from TowMaster.
the total purchase price of the unit is $197,352.40 including tax and licensing, well below the
estimated budget. The pricing provided in the quotes are as listed in the Minnesota State
contract.

Attachments

ATTACHMENT A: Equipment CIP
ATTACHMENT B: Quotes from Nuss Truck & Equipment and TowMaster
ATTACHMENT C: Photos of 2001 Sterling dump truck (Unit 116)
