The <br />proposed new access driveway at the southern end of the site is approved as the sole permanent <br />access off of Lexington Avenue. <br /> <br /> <br />Additional Review <br /> <br />City Engineer and Building Official <br />The City Engineer and Building Official has reviewed the submitted plans and do not have any <br />additional comments at this time. A City Grading and Erosion Control Permit will be required <br />for this project. <br /> <br />Lake Johanna Fire Department <br />The Lake Johanna Fire Marshal noted that the parking stalls at the southwest corner of the Phase <br />2 site south of the trash enclosure should be removed to allow for adequate fire truck circulation. <br />The development plans have since been updated to reflect this comment. <br /> <br />Rice Creek Watershed District <br />Roberts Management received conditional approval of their RCWD permit pending receipt of <br />changes on April 12, 2017. A copy of the approved RCWD permit will be required prior to the <br />issuance of any development permits. <br /> <br />Ramsey County Public Works <br />Ramsey County Public Works reviewed the plans and they do not have any concerns with Phase <br />2 of the development. The City will coordinate with Ramsey County and Roberts Management <br />regarding the Lexington Avenue improvement project planned for 2020. <br /> <br /> <br />Findings of Fact <br /> <br />The Planning Commission reviewed Planning Case 17-008 at their regular meeting on April 5, <br />2017. Draft minutes from the meeting are included in Attachment G. The Planning Commission <br />offers the following findings of fact for consideration: <br /> <br />1. The properties located at 3771 and 3833 Lexington Avenue North and 1120 Red Fox <br />Road are located in the B-3 – Service Business District. <br />2. The City approved a Planned Unit Development comprised of 3771 and 3833 Lexington <br />Avenue North and 1120 Red Fox Road on July 8, 2013 in Planning Case 13-003. <br />3. The applicant has proposed an amendment to the approved Planned Unit Development in <br />order to reconfigure the parking and site layout and building orientation and size for <br />Phase 2 and Phase 3 of the redevelopment project. <br />4. The applicant has submitted a Final Planned Unit Development for Phase 2 of the <br />redevelopment project.
