_____________________________________________________________________________________________
City of Arden Hills
City Council Meeting for April 24, 2017
P:\Planning\Planning Cases\2017\PC 17-008 - Lexington Station - Master PUD Amendment and Final PUD Phase
2\Memos_Reports_17-008

FREESTANDING
Sign District 5 Permitted Proposed
Maximum Copy Area 100 sq. ft. 171.9 sq. ft.
Maximum Height 16 feet 26 feet

Roberts Management requested additional height and area for the sign to increase its visibility
from the Lexington Avenue and Red Fox Road intersection. The applicant notes that they would
limit the amount of wall signage each tenant is allowed to less than what is permitted by the Sign
Code. A rendering of the proposed sign as seen from Lexington Avenue is included in
Attachment E. The Planning Commission supported the requested monument sign and
recommended as a condition of approval that wall signage for the Phase 2 building be limited as
outlined in the table below:

WALL
Sign District 5
Permitted
(per tenant)
Proposed
(10 central bays)
Proposed
(2 end bays)
Sign Copy Area 80 sq. ft. 40 sq. ft. 60 sq. ft.

Traffic Study

A traffic study was completed in 2013 by SRF for the Lexington Station Master PUD submittal.
The study reviewed existing operations within the area, evaluated traffic impacts to the roadway
network, and recommended improvements to accommodate the proposed development. The
study evaluated all three phases to illustrate the timeframe in which improvements may be
necessary. Since the proposed Master PUD Amendment would result in a decrease in overall
density and expected traffic counts, an updated traffic study was not required.

The SRF study recommended that an eastbound right-turn lane at the Lexington Avenue and Red
Fox Road intersection be constructed at the time Phase 3 is completed. Staff has contacted
Ramsey County regarding the right-turn lane and has been notified that the County intends to
reconstruct Lexington Avenue between County Road E and I-694 in 2020. The County would
construct the Red Fox Road right-turn lane as part of this project. Roberts Management has
stated they intend to complete Phase 3 between 2021 and 2023, so the timing of the Lexington
Avenue improvement could coincide with the final phase of the development.

A new access driveway in alignment with the Target service road is proposed to be constructed
during Phase 3 of the project. Ramsey County has indicated they are planning on adding the new
driveway curb cut for this entrance and the traffic signal at the time they complete the Lexington
Avenue improvements in 2020. The County considers the existing driveway on Lexingt on
