The applicant notes that they would <br />limit the amount of wall signage each tenant is allowed to less than what is permitted by the Sign <br />Code. A rendering of the proposed sign as seen from Lexington Avenue is included in <br />Attachment E. The Planning Commission supported the requested monument sign and <br />recommended as a condition of approval that wall signage for the Phase 2 building be limited as <br />outlined in the table below: <br /> <br />WALL <br />Sign District 5 <br />Permitted <br />(per tenant) <br />Proposed <br />(10 central bays) <br />Proposed <br />(2 end bays) <br />Sign Copy Area 80 sq. ft. 40 sq. ft. 60 sq. ft. <br /> <br /> <br />Traffic Study <br /> <br />A traffic study was completed in 2013 by SRF for the Lexington Station Master PUD submittal. <br />The study reviewed existing operations within the area, evaluated traffic impacts to the roadway <br />network, and recommended improvements to accommodate the proposed development. The <br />study evaluated all three phases to illustrate the timeframe in which improvements may be <br />necessary. Since the proposed Master PUD Amendment would result in a decrease in overall <br />density and expected traffic counts, an updated traffic study was not required. <br /> <br />The SRF study recommended that an eastbound right-turn lane at the Lexington Avenue and Red <br />Fox Road intersection be constructed at the time Phase 3 is completed. Staff has contacted <br />Ramsey County regarding the right-turn lane and has been notified that the County intends to <br />reconstruct Lexington Avenue between County Road E and I-694 in 2020. The County would <br />construct the Red Fox Road right-turn lane as part of this project. Roberts Management has <br />stated they intend to complete Phase 3 between 2021 and 2023, so the timing of the Lexington <br />Avenue improvement could coincide with the final phase of the development. <br /> <br />A new access driveway in alignment with the Target service road is proposed to be constructed <br />during Phase 3 of the project. Ramsey County has indicated they are planning on adding the new <br />driveway curb cut for this entrance and the traffic signal at the time they complete the Lexington <br />Avenue improvements in 2020. The County considers the existing driveway on Lexingt on
