Ramsey County has indicated that they are planning on adding the <br />new driveway curb cut for this entrance and the traffic signal at the time they complete the <br />Lexington Avenue improvements in 2020. The County considers the existing driveway access on <br />Lexington Avenue that will serve the Phase 1 and Phase 2 of development as a temporary access <br />point. The proposed new access driveway at the southern end of the site is approved as the sole <br />permanent access off of Lexington Avenue. <br /> <br /> <br />5. Additional Review <br /> <br />City Engineer <br />The City Engineer has reviewed the submitted plans and does not have any additional comments <br />at this time. A City Grading and Erosion Control Permit will be required for this project. <br /> <br />Building Official <br />The City Building Official has reviewed the submitted plans and does not have any additional <br />comments at this time. <br /> <br />Lake Johanna Fire Department <br />The Lake Johanna Fire Marshal has reviewed the plans and noted that the parking stalls at the <br />southwest corner of the Phase 2 site immediately south of the trash enclosure will need to be <br />removed to allow for adequate fire truck circulation. Staff has included as a condition of <br />approval that the plans be updated to reflect this comment prior to City Council review. <br /> <br />Rice Creek Watershed District <br />Roberts Management submitted an application with the Rice Creek Watershed District (RCWD) <br />on March 17, 2017 for the development proposal. A copy of the approved RCWD permit will be <br />required prior to the issuance of any development permits. <br /> <br />Ramsey County Public Works <br />Staff at the Ramsey County Public Works Department has reviewed the plans and they do not <br />have any concerns with Phase 2 of the development. The City will coordinate with Ramsey <br />County and Roberts Management regarding the Lexington Avenue improvement project planned <br />for 2020. <br /> <br /> <br />Findings of Fact <br /> <br />Staff offers the following ten findings of fact for consideration:
