The Planning Commission should <br />evaluate the proposed freestanding sign and make a determination on what would be appropriate <br />for the site. <br /> <br />B. Wall Signage – Meets Requirements <br /> <br />Properties in Sign District 5 are permitted 80 square feet of wall signage. For buildings that <br />include multiple tenants, each business is allowed up to 80 square feet of wall signage. The <br />applicant has proposed limiting the ten central retail bays in the Phase 2 building to no more than <br />40 square feet of wall signage. The retail bays at the north and south end of the building would <br />each be permitted 60 square feet of wall signage. Since the Sign Code allows 80 square feet of <br />signage per tenant, the building could have up to 960 square feet of wall signage divided <br />between 12 tenants. These standards will be evaluated at the time Sign Permit <br />applications are submitted by individual tenants. <br /> <br /> <br />4. Traffic Study <br /> <br />A traffic study was completed in 2013 by the SRF Consulting Group for the original Lexington <br />Station Master PUD submittal. The study reviewed existing operations within the study area, <br />evaluated traffic impacts to the adjacent roadway network, and recommended improvements to <br />accommodate the proposed development. The study evaluated all three phases of the <br />development to illustrate the timeframe in which improvements may be necessary. Since the <br />proposed Master PUD Amendment would result in a decrease in overall density and expected <br />traffic counts, an updated traffic study was not requested for this planning case. <br /> <br />The SRF study recommended that an eastbound right-turn lane at the Lexington Avenue and Red <br />Fox Road intersection be constructed at the time Phase 3 is completed. Staff has contacted <br />Ramsey County Public Works regarding this intersection modification and has been notified that <br />the County intends to complete a reconstruction of Lexington Avenue between County Road E <br />and I-694 in 2020. The County would construct the Red Fox Road right-turn lane as part of this <br />project. Roberts Management has stated they intend to complete Phase 3 between 2021 and
