ARDEN HILLS CITY COUNCIL—APRIL 24, 2017 7 Mayor Grant requested further information regarding the lighting proposed for the back of the building. Senior Planner Bachler discussed the photometric plan for the site and described the proposed location of lights along the rear of the building. It was noted this elevation of the building would have eight lights. Councilmember Holden stated she had concerns with traffic in this area and asked if staff had spoken with the County regarding Lexington Avenue. She questioned if the roadway could be restriped to add a right turn lane. Senior Planner Bachler explained he spoke with Ramsey County regarding Lexington Avenue. He understood this roadway would be reconstructed in 2020. He noted that Ramsey County was recommending the right turn lane on Red Fox Road be constructed when the larger project was completed. He stated it was his understanding a traffic signal would be added at Lexington Avenue and the Target service road as part of the reconstruction project. Councilmember Holden expressed concern with the rear elevation of the building. Councilmember Scott inquired if there were 19 or 16 conditions of approval. Senior Planner Bachler clarified that the Planning Commission was presented with 19 conditions of approval. Three of these conditions were addressed by the applicant and are reflected in the plans included in the report to the City Council. He explained the recommendation for approval to the City Council now included 16 conditions. Councilmember Holmes asked who would be using the doors along the west facade. Senior Planner Bachler understood these doors would be use as employee entrance doors or for deliveries. He reported the drive aisle along the west fagade would be one-way. Nick Roberts, Roberts Management Group, thanked the Council for their time and consideration. He also thanked staff for all of their assistance on this plan. He stated it was his goal to do right by the community he was developing in and to construct beautiful buildings. He explained that Phase I of Lexington Station had been a tremendous success and he looked forward to completing Phase H. He appreciated the great discussion the Planning Commission had when reviewing the Phase II plans. Mr. Roberts commented on the proposed wall and monument signage for Phase H of Lexington Station. He believed that it was reasonable to have a slightly larger monument sign in exchange for a reduce amount of wall signage. He requested the endcaps be allowed to have 40 square feet of wall signage on two sides of the building to match the Phase I building. Mr. Roberts discussed the west elevation of the building and noted he was proposing to use a rock faced building material which was an improvement over what was currently in place. He commented on how traffic would flow along the west elevation and noted the doors along the rear of the building would be used for service deliveries.
